C. 20555 July 11, 1983 MEMORANDUM FOR: Addressees Attached for your information is a report prepared by EPRI, at our request, concerning the procedures for evaluation and criteria for acceptance of IGSCC flaws in austenitic steel piping. This resulted from a meeting with EPRI and the BWR Owners Group representatives during which the results of recent BWR pipe inspections in accordance with Bulletin 83-02 were discussed.
Two more reports are under preparation to meet our request; one deals with current and proposed remedies for pipe cracking such as induction heat stress improvement (IHSI), weld overlay, and hydrogen control. The bases for these remedies will be discussed, along with test results and in-field experience. This report should arrive in August. The second report will deal broadly with leak-before-break, describing the technology and experimental evidence to support conclusions of improbability of pipe rupture before significant leakage even in light of current cracking.
