Confirmatory Action Letter Docket No. 50-409 Dairyland Power Cooperative ATTN:
Mr. F. W. Linder General Manager 2615 East Avenue - South La Crosse, WI 54601 Centlemen:
This letter confirms the telephone conversation on July 27, 1983, between Messrs. C. E. Norelius and W. D. Shafer of this office and Mr. J. Parkyn of your staff regarding concerns identified during a special inspection and post incident review conducted July 16 and 20-24, 1983, as a result of a leak in the seal injection system that occurred on July 16, 1983. With regard to the matters discussed, we understand that prior to reactor restart you plan to accomplish the following:

1.
Conduct an analysis of the cooldown rate experienced on the reactor vessel and submit a report to this office for review.
2.
Evaluate the response of the reactor water level detectors during this event and determine:
a.
Whether the equipment responded as designed and as previously analyzed in the Safety Analysis Report, b.
Whether the inability to remotely trip (outside containment) the standpipe heater breakers constitutes an unreviewed safety question.
c.
The lowest actual water level that occurred during this event.
3.
Evaluate the effects of the water in the sub-basement on plant equipment including piping and components.

Evaluate the response of the leak detection system during this event and determine:
a.
Wheti.er the equipment responded as designed and as previously analyzed in the Safety Analysis Report.
b.
Whether the inability to remotely monitor the Retention Tank level (outside containment) constitutes an unreviewed safety question.
5.
Evaluate the effect of the pressure transient on the seal injection system during this event.
6.
Submit a report to this office specifying the actions taken and any additional corrective actions necessary to resolve problems identified during your evaluations of Items 1 through 5 above.
7.
Revise the Emergency Plan and Emergency Plan Implementing Procedures to provide for notification of State and local offsite agencies within 15 minutes after declaration of an Unusual Event, and train all Shift Supervisors, STAS and Emergency Control Directors in this prompt notifi-cation requirement prior to these personnel assuming their responsi-bilities during operation.
Please let us know immediately if your understanding differs from that set forth above.
Prior to reactor restart we intend to meet with you in our office to discuss your communications during this incident and the subsequent actions you have taken to resolve the identified concerns.
