The current strike by employees of Consolidated Edison, licensee of Indian Point Unit 2, raises questions concerning the operation of that reactor.

The June 9 decision allowing for the continued operation of the reactors at Indian Point was contingent upon a number of findings by the Commission.The i

Commission cited "the commitment and training of [ utility] staff to perform various emergency response functions..." and a " commitment from the State and the licensees to r:ri.icipate in a full-scale exercise of the State's compensatory plan for Rockland County in approximately 60 days" as " compelling reasons to permit operation" of the:plent.

I would like to know who is available to carry out these functi'ons during the strike.

Please respond t'o the following questions by Tuesday, June 28.

1.

What assurances does the Commission have that the functions intended to be performed by the employees of Con Ed, now on strike, will be performed in the event of an accident during the strike?

If other than utilitiy personnel will be utilized, what assurance does the Commission have that such personnel will be available in a timely manner.

t 3.

On what date does the Commission anticipate the conduct of the drill?

4.

What effect will the strike have on the, conduct of this drill?

5.

What effect will possible postponement of the planned drill have on the Commission's finding that " adequate compensating measures have been, or l

shortly will be taken for those areas in which shortcomings still remain...."
