_ PURPOSE To describe the procedure for access to the Control Roc =.
2.0 SPECIFIC RESPONSIBILITIES 2.1 The Shift Supervisor is responsible for controlling access to the Control Rocc during abnor:a1 or emergency operations.
2.2 Tne Operator at the Controls is responsible for controlling access to the Control Roo= during nor=al operating conditions.

" Clarification of TMI Action Plan Require:ents" 4.0 GENERAL 4.1 This directive applies during all phase of plant operation.
4.2 The Control Rcom is the operating center of the plant.
All cajor evolutions are authorized or conducted from the Control Room.
In order to maintain an unobstructed view of the control boards and the Control Roo= as distraction free as possible, access must be limited to only those personnel who have a need to be in the Control Roc =.
It is the responsibility of the Operator at the Controls to control the activities in the Control Room and access to the Centrol Room.
5.0
_DE_ FI NITIONS.
5.1 Control Room is defined as that area which cceprises the " horseshoe".

5.2 Control Room Complex is es defined as that area enclosed by the fire doors.

i 3.3 Operator at the Controls is defined as the designated licensed Reactor Operator or licensed Senior Reactor Operator who has the responsibility for the operation of a unit from the Control Room.
Normally this would be a Nuclear Control Operator.
6.0 CONTROLLING ACCESS TO 7"rE CONTROL ROOM 6.1 The Operator at the Controls (OATC) is responsible for controlling access to the Control Room.
6.2 The Shift Supervisor, or his designee, is responsible for controlling access to the Control Room during abnormal or emergency operations.
6.3 The Control Room Complex should not be used as a normal entrance / exit point for station personnel into or out of the Auxiliary Building.
6.4 All personnel who are not normally assigned to the Control Room, but have a need,for access, shall request authorination to enter from the OATC.
6.4.1 The following personnel, due to the nature of their responsibilities, are not required to request authorization to enter the Control Room:
a.
Assistant Shift Supervisors on duty b.
Shift Supervisor on duty 6.5 The OATC will gran entry based on present activities taking place in the Control Room and the individual's need for entry.
6.6 Should plant conditions warrant, the OATC has the authority and responsibility to request personnel to leave the Control Room.
I 6.7 Certain Maintenance or Construction Department activities in the Control Room require frequent entry to and exit from the Control Room.
For these activities, the OATC may authorine repeated entries to complete the activity.
l 7.0 VISITORS IN THE CONTROL ROOM 7.1 Visitors will be allowed in the Control Roc = as deemed appropriate by the DATC.
Ccnsideration should be given to plant condition or evolutions in progress prior to allowing visitors in the Control l
Room.
l 7.2 Groups visiting the Control Room should be limited in size to l
approximately four (4) people.

e.3. The OATC will insure all visitors are aware of the following:
a.
Areas they are allowed to be in while in the Control Room.
b.
They are not to touch or canipulate any controls.
I They are to leave the Control Room area i= mediately if requested c.
by the OATO.
