This telegram is to confirm the telecon between Mr. E. Brunner, Region I NRC, and Mr. G.A. Kunder, Unit I Superintendent Technical Support, at 18:15 hours

on 2 February 1978.
This item is considered reportable in accordance with Technical Specification-6.9.2.A.9.
On 2. February 1978, Met-Ed was informed by the Unit 1 NSS supplier that a deviation was discovered between a parameter assumption used in the Unit 1 Steam Line Break Analysis in Chapter 14 of the FSAR and an actual operating parameters.
The OTSG is normally operated with the secondary side feedwater nozzles submerg-ed below 5% full power in order to avoid longterm feedwater nozzla thermal effects.
The water inventory existent during this' mode is greater than that assumed in the Steam Line Break Analysis and,-therefore, represents an unanalyzed condition.
Corrective action will include procedure modification to prevent operation in the above manner such as to limit the secondary side water inventory to within the values assumed in the safety analysis.
