Comanche Peak Steam Electric Station Independent Assessment Program

Dear Mr. Eisenhut:

In accordance with our agreement at the May 18, 1983, meeting, we hereby submit our proposed plan for an Independent Assessment Program (IAP) for Comanche Peak to be performed by CYGNA.

Because of the concerns expressed regarding the volume of design changes and the complexity of the design control system, we have elected to concentrate the IAP on the areas of donign control and "as-built" verification.

As detailed in the proposal, we will provide an assessment of the adequacy of the design control system and will evalu' ate the implementation of this system as it relates to design changes and design change interfaces.

The IAP will focus on one train of the Spent Fuel Cooling System.

The imple-mentation review will encompass the various Engineering Disciplines, and will culminate in a field verification of selected "as-built" configurations.

We believe that this comprehensive program will again demonstrate the adequacy of our design control system and provide added assurance that Comanche Peak has been designed and constructed in accordance with our commitments.

Typical examples of review forms and matrices which have been used in the past by CYGNA for other assessment programs are provided to portray the scope of the IAP.

As the review progresses, specific forms and matrices will be developed for Comanche Peak.
