APPENDIX A NOTICE OF VIOLATION Kansas Gas and Electric Company Docket: 50-482/83-14 Wolf Creek Generating Station Permit: CPPR 147 Based on the results of an NRC inspection conducted during the period of May 1 through 31, 1983, and in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 47 FR 9987, dated March 9,1982, the following violation was identified:
Failure to Provide Procedure for Startup Activities 10 CFR Part 50, Appendix B, Criterion V, states: " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for detennining that' important activities have been satisfactorily accomplished."
The Wolf Creek Operations Quality Assurance Manual Section 17.2.5.4,
" Operations Documents" requires:
"The Wolf Creek Generating Station (WCGS) staff and other divisions shall provide written procedures and drawings as, equired for the operating phase...." (The Wolf Creek Operations Quality Assurance Program (WC0QAP) is invoked during startup activities).
Contrary to the above, on May 18, 1983, KG&E startup realigned the (NK) 125 volt DC Class IE system. The RRI observed that all four NK busses were being fed from one battery charger. No procedure was available for this operation. The systems were being aligned to support repairs to the other battery chargers. All alignment was being done by the startup engineer without a procedure or any of the controls of a planned procedure.
This is a Severity Level V Violation.

Pursuant to the provisions of 10 CFR 2.201, Kansas Gas and Electric Company is hereby required to submit to this office, within 30 days of the c' ate of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
