Dear Mr. Schwencer:

On June 17, 1983, Bechtel Power Corporation, representing the Anderson-Greenwood Vacuum Breakers Test Program Owners Group, submitted to the NRC the material presented to the NRC Mechanical Engineering Branch and Containment Systems Branch staff personnel on June 7, 1983.

This material detailed the testing and analysis program completed to demonstrate the adequency of the redesigned vacuum breaker to perform its designated functions during and af ter being subjected to the pool swell and chugging phenomena.

Philadelphia Electric has elected to address the chugging phenomenon by capping the downcomers on which the wetwell/drywell vacuum breakers are mounted. The capping design is now in progress and installation on Unit 1 is planned for the end of 1983.

The pool swell phenomenon is being addressed by commitment to the following vacuum breaker modifications, which comprise the Owners Group III A program.

1.

New disk assembly design.

2.

Higher strength pivot shaft material.

Increased pivot shaft bearing area.

l 4.

Single bar spring cylinder linkage.

5.

Utilization of the spring and actuating cylinders to dampen disk motion.

I 6.

Higher strength pivot arm assembly.

Higher strength shaft and keys.

Anderson Greenwood has been requested to proceed with arrangements to modify the Limerick vacuum breakers so that the modified units may be installed on Unit 1 in early 1984.

By the above commitments and actions, PECo considers the NRC concerns regarding vacuum breaker disk impact velocities caused by poolswell and chugging to be satisfactorily resolved.
