APPENDIX A Bechtel Power Corporation Los Angeles Power Division Docket No. 99900521/83-01 NOTICE OF NONCONFORMANCE
' Based on the results of the NRC inspection conducted on March 28-April 1 and April 11-15, 1983, it appears that certain of your activities were not conducted f
in accordance with NRC requirements'as indicated below:
Criterion V of Appendix B to 10 CFR Part 50 states: " Activities affecting quality shall be prescribed by documented instructions, procedures, or drasings,-of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Engineering Department Procedure 4.33, "On-Project Design Review," of the Bechtel Engineering Project Procedures Manual states, in part, " Project Administrator - Issue documents'according to master distribution schedule and file design review notice (DRN) original and a copy of the document in project file."
Contrary to the above, specifications 3V229VS0002 and 3Q15MS0034 were issued with no' evidence of a DRN in the project file.
