This-refers to the inspection conducted by Mr. J. R. Costello of this office on March 28-April 1 and April 11-15, 1983, at your facilities at Norwalk, California, and Houston, Texas, and to the discussions of our findings with members of the Bechtel staff at the conclusion of each inspection.
These inspections included followup covering the following items:
(1) conflicting requirements in Bechtel specification 13-M-037A regarding use of class "R" equipment h 1E systems; (2) conflicting QA requirements in purchase. order and equipment specification issued to Midland Ross; (3) heating, ventilation, and air conditioning design, South Texas Project (STP); (4) Hilti anchor bolt problem, STP; (5) discrepancies in the seismic qualification of cable trays and a Crane Deming horizontal pump, STP; and (6) the status of three Brown & Root 10 CFR Part 21 reports, STP.
Areas examined during this inspection and o'ur findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
During this inspection it was found that you failed to meet certain NRC requirements.
The specific findings and references to the pertinent require-ments are identified in the enclosures to this letter.
Please provide us within 30 days from the date of this letter a written state-ment containing:
(1) a description of steps that have been or will be taken to correct this item; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed.
Consideration may be given to extending your response time for good cause shown.
