Gentlemen:
This refers to a preoperational inspection of your Chemistry / Radiochemistry
Program conducted by Mr. R. Wise and Dr. J. B. Nicholas of this office during
the period of February 28-March 3,1983, of the activities authorized by
NRC Construction Permit CPPR-103 for Waterford 3 and to the discussion of our
findings held with Mr. S. A. Alleman and other members of your staff.
Principal areas examined during this routine preoperational inspection of your
chemistry / radiochemistry program included:
(1) organization; (2) staffing and
staff qualifications, (3) training program, (4) radiochemistry program;
(5) secondary chemistry program; (6) chemical inventcry program; (7) primary
chemistry sampling system, (8) secondary chemistry sampling system; (9) post-
accident sampling system; (10) effluent releases; (11) facilities and equipment;
(12) laboratory instrument calibration and quality control, (13) audits and
review of chemistry / radiochemistry activities; (14) administrative and analytical
procedures; and (15) confirmatory measurements. Within these areas, the inspec-
tion consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the inspectors.
The inspection
findings are documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were identified.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will-be placed in the NRC Public Document Room unless you notify this office,
by telephone, within 10 days of the date of this letter and submit written
app?ication to withhold information contained therein within 30 days of the date
of this letter.
Such application must be consistent with the requirements of
2.790(b)(1).
