Dear Mr. Denton:

! Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend I Appendix A, Technical Specifications, to Facility Operating License DPR-30 to accomodate a reduced MCPR operating limit for Quad Cities Unit 2 Cycle 7 and an administrative change to MAPLHGR Figure 3.5-1 sheet 3.

Although the preparatory changes approved in Reference (a) sufficiently bound the impending Quad Cities Unit 2 Reload 6 Cycle 7 reload to allow application of 10 CFR 50.59, it is very desirable to modify the current MCPR operating limit to provide additional operating margin and to clarify the labeling of one of the MAPLHGR curves. These changes are being proposed on a schedule consistent with pre-startup approval in order to maximize the benefits of the increased operating margin.

Please note, however, that Commonwealth Edison's detailed reload analyses review which is currently in progress does not assume that these changes will be implemented prior to startup. By reviewing the reload relative to the current Technial Specifications, the option to apply 10 CFR 50.59 is preserved while simultaneously improving plant operating l

margin. In addition, the scope of staff review in support of the pro-posed changes involve only the MCPR limit and a straight forward labeling clarification to the MAPLHGR limits, i.e. all aspects of the Reference (b) l reload analyses (enclosed as Attachment 4) need not be reviewed  ;

H. R. Denton July 5, 1983-The proposed changes in Attachment 1 have received On-Site and Off-Site review and approval and are discussed further in Attachment 2.

We have reviewed the amendment and find that no significant hazards considerations exist. Our review is documented in Attachment 3.

' Pursuant to 10 CFR 170, Commonwealt'h Edison has determined that this proposed amendment is Class III. As such, a fee remittance in the amount of $4,000 has been enclosed.

Commonwealth Edison is notifying the State of Illinois of our request for this amendment by transmittal of a copy of this letter and its attachments.
