This is the fo llowup res pons e to the Item of Violation ci ted in Ins pect ion Repo rt No. 50-412/83-04 and lis ted in Appendix A (Not ic e of Vio lat ion) a t tached to your le t ter to Mr. E. J. Woolever, dated April 8, 1983.
NRC VIOLATION (83-04-01) 10CFR50, Appe nd ix B, Criterion V, states that act ivities af fect ing quali ty shall be presc ribed by documented ins truct ions of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions.
Chapter 17 of the PSAR, paragraph 17.1.1.4 B states that quali ty requirement s are es t ab lished by the Stone & Webster Engineering Depa rtme nt fo r cons truct ion act ivit ies and they are included in specifications for their implementation.
Specification 2BVS-920 states that cons truct ion devices such as t empo rary suppo rt s may be used to suppo rt piping whenever piping ins t alla t ion is jeopardized unt il pe rmanent pipe suppo rt s are availab le.
Contrary to the ab ove, as of March 1, 1983, quality requirement s for installation of temporary piping supports were not included in Specification 2BVS-920 or Field Cons truct ion Procedure 207, the procedure controlling support ins t alla t ion. As a result, the feed-water line 2FWS-016-11-4 was ins t alled in the main steam area witho ut pe rmanent or temporary supports at locations designated on the drawing thereby possibly jeopardizing installation by placing concentrated dead weight loading on the containment pene trat ion.

RESPONSE
In a letter issued on May 20, 1983, Duquesne Light Company stated that the ind uced de ad load on cont ainme nt pe net ra t ion No. X-5 r es ult ing fr om piping 2-C CP-018-0 31-3 produced s tr es ses le s s than the design al lowab le stresses.
The enginee ri ng anal ys is has now been comple t ed which de t ermined the ext ent of s tres s pr oduced at c ont ainment pe net rat ions No. X-76 and X-77 due to fe edwa t er li nes 2 FWS-016-11-4 and 2FWS-016-16-4, res pect ively.
In the analys is,
the piping is cons ide red empty, un i ns ula t ed, and wi thout int ernal pressure. These assumptions are consistent with the current s tatu s of the subject piping.
The analys is of the pe netrat ions, fo r the induced dead load, shows the result ing stres ses to be significantly less than the design al lowab le s.
Thus the absence of a temporary s uppo rt in these ide nt ified spans of piping does not pr oduce stresses that violate either the piping or the containment pe net ra-t ion de s ign ba ses.
As previously stated, Beaver Valley Power Station Unit 2 has issued r equi re:re nt s and pr ocedur es ad dr es s ing the use of t empo ra ry pipe s uppo rt s in order to prevent future concerns ab out induced stres ses before pe rmanent suppo rt s can be ins t al led.
This new cri teri a provides clear ins truct ions for providing temporary piping support s during cons truct ion.
