APPENDIX A NOTICE OF VIOLATION Maine Yankee Atomic Power Company Docket No. 50-309

' Maine Yankee Nuclear Power Station License No. OPR-36 As a result of the inspection conducted on May 17 - 20, 1983, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register on March 9, 1982 (47 FR 9987), the following violation was identified:

Section 5.8.1 of the Technical Specifications requires, in part, that written procedures shall be established, implemented, and maintained that meet the requirements of Appendix "A" of Regulatory Guide 1.33-1972.

Appendix "A" of Regulatory Guide 1.33 requires procedures for control of chemistry, radiochemistry, and calibration of laboratory equipment.

Section 5.8.2 of the Technical Specifications requires that each procedure of Section 5.8.1 of the Technical Specifications and changes thereto, shall be reviewed by PORC and approved by the Plant Manager prior to implementation.

Contrary to the above requirement, analytical procedures for effluent samples (i.e., tritium in water and vent stack, and gross beta) and calibration procedures for radionuclide counting equipment (i.e., gamma counting system, liquid scintillation counter, and proportional counter) were not reviewed by PORC and were not approved by the Plant Manaser as required.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Maine Yankee Atomic Power Company is hereby required to submit to this office within 30 days of the date of the Notice a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
