Dear Sir:
In Reference 1, the NRC issued model Technical Specifications outlining changes required to reduce the susceptibility of Scram Discharge Volume (SDV) systems to common-cause failures.

, Technical Specifications were to provide surveillanco requirements for the SDV vent and drain valves as well as Limiting Conditions for Operation and surveillance requirements for the Reactor Protection System SDV limit switch and the control rod block SDV limit switen.
The Authority's proposed Technical Specification changes, designed to meet these requirements, were approved as Amendment No. 62 (Reference 2).
The enanges were an interim protective measure to be followed by long-term modifications and additional Technical Specification changes which would permanently resolve SDV safety concerns.
In Reference 3, the NRC issued a Generic Safety Evaluation report that specified the long-term measures and permanent modifications required for the SDV system.
En the ongoing Reload 5/ Cycle 6 outage, the Authority is modifying the FitzPatrick SDV system to meet these requirements.
These modifications were described in Reference 4.
Accordingly, the Authority is proposing Technical Specification changes to accompany the modifications.
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I,
II and III thereto, comprising a statement of the proposed changes to the Technical Specifiations and an associated Safety Evaluation and analysis.
Tne proposed changes are Attachment I to the Application for Amendment enclosed with this letter.
The Safety Evaluation for the proposed changes is Attachment II.
Attachment III is a description of how eacn of the criteria of the NRC's Generic Safety Evaluation is being met for the FitzPatrick SDV System.
It should be not d that the two interim SDV system modifications required by NRC Orders of October 1980 (Reference 5) and January 1981 (Reference 6) are being removed during the ongoing outage.
The first Order required continuous SDV water level monitoring instrumentation, while the second required an automatic scram on low pressure in the control air header.
Long-term modifications of the SDV system render the interim requirements unnecessary, as described in Reference 4.

application, with attachments, is being provided to the designated New York State Official.

. The Authority has classified this Application for Amendment to the Operating License as Class III.
Enclosed is a check for $4000 as the filing fee per 10 CFR 170.22, which the Authority pays under protest pending a final (etermination of the legality of the fee schedule.
