4 ESTABLISHMENT OF ATOMIC SAFETY AND LICENSING BOARD TO PRESIDE IN PROCEEDING SERVED JUN 201983 Pursuant to delegation by the Comission dated December 29, 1972, published in the Federal Register (37 FR 28710) and Sections 2.105, 2.700, 2.702, 2.711, 2.714a,1.717 and 2.721 of the Comission's Regulations, all as amended, an Atomic Safety and Licensing Board is being established in the following proceeding to rule on petitions for leave to intervene and requests for hearing and to conduct the proceeding in the event that a hearing is ordered.
