50-312 LICENSE N0. DPR-54 SPECIAL REPORT N0. 83-03 In accordance with Rancho Seco Nuclear Generating Station Technical Specifications Sections 6.9.5.E and 3.14.2.1.6, the Sacramento Municipal Utilities District hereby submits a special report, numbered 83-03.
From March 26 thru May 5, 1983, the cooling tower circulating basin, one of the plant's three separate water supplies, was drained for main-tenance (as noted in special report No. 83-02). A second water supply, the Folsom Canal, was also inoperable from April 8 thru April 26, 1983.
m The canal was inoperable because the canal pumps were de-energized as a result of the number one start-up transformer having been taken out of service for construction work on the Nuclear Service Electrical Building.
Thus, from April 8 thru April 26, 1983, while the plant was in cold shutdown, the fire suppression water system did not have two seperate water supplies as required by technical specifications 3.14.2.1.6.
The plant's third water supply, the site reservoir has been operable throughout this period. And at this time, all three water supplies are again operable.
