Subject:
SLOWDOWN OF CONSTRUCTION ON PROJECT NO. 3 This formally advises that on May 27, 1983 the Executive Board of the Washington Public Power Supply System directed immediate slowdown of construction on Project No. 3.
The reason for their action is that construction funds are nearly exhausted and we have been unable to secure conventional financing. The slowdown is for a period not to exceed 30 days in which alternate sources of financing will be attempted.
If that attempt is successful, we will restart; if not, further rampdown will be directed.
Both the slowdown and potential further rampdown to a preservation mode have been planned in some detail, with appropriate emphasis on preservation of physical plant and collection, review and central storage of the documentation. Both these activities will be limited during the first 30 days, however, the turndown in the construction craft will necessarily be immediate and severe, retaining only those necessary for preservation and completion of in process, sensitive work. Current planning is based on resumption of construction activities in July, 1985.
The Board's direction also included the requirement that during these first 30 days, the ability to restart within the current schedule be preserved. Therefore, we are requesting of NRR that no change be made to the current schedule for licensing activities.
