Dear Mr. Martin:
Response to report, combined inspections 70-267/82-01, 50-57/82-01 In response to your notice of violation, dated April 27, 1982, the NSTF now reports plutonium decay on forms DOE /NRC-742. The NSTF has also com-pleted the necessary modifications of our fuel burnup computer code.
Corrected Material Status reports have been filed to supersede reports based on hand calculations. These same reports were used to present the plutonium decay (a total of 3 grams). We are now in compliance with 10 CFR 70.53(a)(1).
The NSTF has recently added a new Reactor Engineer to its staff. The Reactor Engineer will assume responsibility for most accountability actions and records.
Previously, all accountability activities were exclusively my responsibility.
The NSTF Operating Committee is in the process of reviewing and redrafting our accountability manual. We are aiming to simplify the manual. We anticipate that our extra manpower, coupled with a new concise manual, will prevent further violations of this type.
When the re-draft of our manual is complete, we will forward a copy to your department for review and approval.
