On April 6, 1983 the f:RC issued interim final rules (40 FR 14864) that significantly inpact the way in which the licensees and the t'RC staff process operating license a endnents. Section 50.91(b)(1) of the rules specifies that when the licensees request an amendment to their operating licenses, the licenseen cust notify the appropriate Stato designee in which the facility is located. The rules becane effective flay 6,1983, and the licensees in your State affected by the rule changes aust notify you regarding future a endnent applications.
There are a nutber of operating license acendment requests that are cur-rently being evaluated by the f:RC staff. Soro of these requests are from the Onaba Public Power District (OPPD), licensee for the Fort Calhoun Station, Unit No. 1.
Although the OPPD amendnent requests wore subnitted before May 6, 1983, I feel that it would be appropriate to provida you copies of the ineprocess anendment requests for your information. The requests are in various stages of evaluation at this tire.
One evaluation nearing completion is the OPPD's request to revise.the reactor coolant system pressure-temperature limits. The.linits cust be revised periodically to take into account neutron irradiation of the reactor pressure vessel. A copy of our notice of consideration of issuance of a,cndoent to facility operating license and proposed no significant hazards consideration deternication and. opportunity for hearing was sent to you under separate cover.
