This is in further response to your letter dated March 14,1983, in

which you requested, pursuant to the Freedom of Information Act, records

prepared by U.S. Government employees in connection with the Alliance

for Survival, Tim Carpenter and/or the ongoing NRC investigation of San

Onofre Nuclear Generating Stations I, II, and III.

The NRC has no ongoing investigation of San Onofre Nuclear Generating

Stations I, II, and III.

For your information, a special inspection was

conducted. The reports resulting from this special inspection have

already been made publicly available at the NRC Public Document Room

(PDR),1717 H Street, N.W., Washington, DC, and at the NRC Local Public

Document Room (LPDR) located at San Clemente'Public Library, 242 Del

Mar, San Clemente, California 92627. Access may be obtained to these

reports by either writing the PDR, or phoning Ms. Ann Douthett at the

LPDRon(714)492-3493, and requesting the following:

The charge for copying records maintained at the PDR is five cents

(50.05) per page, as specified in 10 CFR 9.14(a).

Upon your agreement

to pay the copying charges, the PDR will arrange for the reports to be

copied by a private contractor servicing the PDR.

You will be billed by

the contractor for copying charges plus tax and postage.

Also, all

records in the LPDR are available for public inspection and copying.

This completes NRC's action on your request.

of all notes, memoranda, telephone logs , tapes , diaries, and/or

other records prepared by U.S. Government employees in connection

with the Alliance for Survival, Tim Carpenter and/or the ongoing

Nuclear Regulatory Commission's investigation of the San Onofre

Nuclear Generating Stations I,II and III.

The above request includes,

but is not limited to, communications between Nuclear Reactor

Regulation, the Nuclear Regulatory Commission and the Advisory

Committee on Reactor Safety.

If any material covered by this request has been destroyed and/or

removed , please provide all surrounding documentation, including

but not limited to a description of the action (s) taken, relevant

dates (s) and justification for the action (s) .

The Alliance for Survival:is :'

a non-profit, educational organization dedicated to educating thet

public on the dangers of nuclear power and theincreasing danger

of the nuclear arms race.

We are requesting the above information

on behalf of our client for a monitoring project on the adequacy

of the NRC 's efforts to protect public safety and health at nuclear

power plants.

For any documents or portions of documents that you deny due to a

specific exemption, please provide an index itemizing and des-

cribing the documents or portions of documents withheld.

The

index should provide a detailed justification of your grounds for

claiming each exemption, explaining why each exemption is relevant

to the document or portion withheld.

This index is required under

Vaughn v. Rosen (1) ,484 F2d 820 (D.C. Cir. 1973), Cert. denied,

415 U.S. 977 (1974).
