IV. Summary Of Staff Analysis Of Electric Valve Operators Classified As Non-Safety Related In Applicant's Table I. A.2-3 9.

Valves CC-V395/V428/V438/V439 (LeFave)

These valves have no safety function (i.e., they are not required to operate) under adverse environmental conditions. Their only function is to close in the event of a themal barrier failure. They are part of a closed loop system inside containment whose sole function is to cool the reactor coolant pb'mp thermal barriers. These valves are not needed for safe shutdown and their failure due to adverse environmental conditions will not affect any equipment necessary for safe shutdown under any accident conditions, including LOCA. Also, these valves are no longer part of the primary component cooling water system in the updated design. Thus, they are not required to be qualified under 10 C.F.R. 9 50.49. The Staff notes, however, that these valves are nonetheless qualified for a harsh environment.

10. Valve CC-FV-2128 (LeFave)

This valve no longer exists in the current Seabrook design. Therefore, environmental qualification will not be required.

11. Valve CC-V434 (LeFave)

The excess letdown heat exchanger is normally isolated during power operation on the primary side.

It is only used (for limited times due to lack of purification) when the normal letdown path is inoperable or during the latter stages of plant heatup. There are redundant safety
