e AFFIDAVIT OF WILLIAM T. LEFAVE I, William T. LeFave, being duly sworn, state as follows:

I am employed by the U.S. Nuclear Regulatory Commission as a Senior Auxiliary Systems Branch Engineer in the Division of Systems Integration, Office of Nuclear Reactor Regulation.

I prepared the Staff's discussion of Seabrook electric valve operators contained in paragraphs 9 and 10 of the Staff's " Joint Affidavit of Chu-yu Liang, William T. LeFave, and S. Stanley Kirslis."

These valves discussed in paragraph 9 are being environmentally l

qualified by the Applicants, notwithstanding the Staff's view that they are not required to be qualified under 10 C.F.R. 5 50.49. This is the same conclusion reached in the previously filed affidavit.

Staff's intention to state that the valves at issue were not needed for safe shutdown and that their failure would not affect any equipment important to safety. The valves have no safety function under adverse environmental conditions as previously stated. However, while these valves are not needed for safe shutdown and their failure due to adverse kkD 0

. 3 environmental conditions will not affect any equipment necessary for safe shutdown under any accident conditions, including a LOCA, the valves are part of a system which is safety-related. This correction has been made to the third and fourth sentences of paragraphs 9 of the original affidavit.

This does not affect the Staff's conclusions as previously filed.

Paragraph 10 noted that the valve at issue therein (CC-FV-2128) no longer exists in the current Seabrook design. The fourth sentence of 0

that paragraph, however, repeated the incorrect assertion made in para-graph 9 to the effect that the thermal barrier cooling system is not 4

safety related, and this sentence is deleted in the revision. This in no way alters the conclusion reached in paragraph 10, since the non-existence of the valve at issue necessarily means that it need not be environmentally qualified.

For this reason, the second and third sentences, which described the reason for the removal of this valve, are also irrelevant and are deleted.

The attached replacement page 4 contains the corrections noted in this affidavit.
