DOCKET NOS. 50-266 AND 50-301 APPENDIX R EXEMPTION REQUESTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The enclosure to our April 28, 1983 letter contains a detailed discussion of modifications proposed to support the Point Beach Nuclear Plant Appendix R exemption requests.

Section 5 of the enclosure which discusses the 4160 v switchgear room states that there are no sidewall penetrations between individual cabinet sections.

During a May 23, 1983 inspection of the Unit 2 A05 and A06 switchgear cabinets, we noted that an approximately 3-inch by 5-inch rectangular opening located 6 feet above the floor exists in the sidewall between individual cabinet sections.

Interlock and permissive wires from individual devices are routed to the bus tie cabinet through these openings.

We do not consider the provision of an effective penetration seal to be possible for these sidewall openings.

Wisconsin Electric proposed to provide an independent Halon suppression system in the A05-A06 bus tie cabinets of each unit on the basis that the entire area of redundant cable exposure would be protected.

In order to satisfy this technical basis with the existence of the sidewall openings described above, Wisconsin i

Electric proposes an enlarged independent Halon suppression system l

for all cabinet sections of the A05 and A06 switchgear for each l

unit.

Halon will be discharged into each cabinet.

The system will be actuated by individual smoke detectors located in each cabinet.
