This letter is to acknowledge receipt of your partial response dated April 29,

1

1983,:to our Emergency Plan Evaluation Report (EPER) dated June 25, 1982.

It

.theuld be noted that the original request was for you "to provide to this

office within 30 days of the date of this letter, page changes to the Emergency

Plan correcting each deficiency or provide written justification as to why you

'

believe a revision should not be made." Up'on your request on July 21, 1982,

AP&L'was given a 60-day _ extension to prepare your response.

On September 29,

1982, upon your request, AP&L was'given until May 1, 1983,-to respond to the

June 25,- 1982, report.

- It was noted in your April 29,11983, . response that there were a number of-

deficiencies that were_to be addressed in an. upcoming revision.

.

- It appears;that the relatively long time which has lapsed from'our initial

response request until your initial _ response may be extended in an indefinite

fashion before all -def t::lencies 'are addressed. .Because of this, you are-

requested-to address all. outstanding deficiencies in a response to us that

'

documents:

(1) the Emergency Plan has been revised to address the deficiency,

or'(2)-a schedule for Plan' revision to incorporate changes that will address'

the deficiency.

Since resolution of this matter has been untimely, we request that a detailed

justification for_.each outstanding item be provided to document that any

,

- further. delay will not substantially impact on your ability to respond in the
