Recuest for Action Under 10 C.F.R. 2.206 o
Notice is hereby given that by its letter dated March 23,1983, the Three Mile Island Public Interest Resource Center called for the Nuclear Regulatory Commission to immediately halt all work at the Three Mile Island
- Nuclear Station, Units 1 and 2, with the exception of maintenance necessary for safety. The relief requested is based upon the allegations of Richard D. Parks, a senior startup engineer at Three Mile Island, Unit 2.
The request is being treated oursuant to 10 C.F.R. 2.206 of the Commission's regulations, and accordingly, appropriate action will be taken on the request within a reasonable time. Copies of the request are available for inspection in the Cammission's Public Document Room, located at 1717 H Street, N.W.,
Washington, D.C., 20555, and in the local Public Document Room for the Three Mile Island Nuclear Station, located in the Government Publications Section of the State Library of Pennsylvania, Education Building, Commonwealth and Walnut Street, Harrisburg, Pa.,17126.

The licensee is involved a number of activities at,TMI-1 that are required s
. prior to restart. Many these woulal not be considered safety related main-tenance activities. Th ma.ior activittgs necessary prior to the restart that b!
are. currently being co ucted include repairs to the steam generators, work in connectiu with th installation of veitts in the primary system, and testing O

Conditions inside the reactor have en stabilized and progress by t utility has been made towards the ulti te goal of decontaminating and defheling the plant and the
'i ; safe'dispositio cf radioactive wastes. The licensee'4; presently engaged

~1n a multiface program designed to accomplish this gehl. Many portions of this.progr are specific to the cleanup effort and arb not just for the imaintenance o the facility in a safe condition.

Water contaminated by these efforts is continually processed and recycled.
In an effort to reduce occupational exposure the licensee has begun a mult phase dose reduction program. The licensee is currently preparing f r the polar crane load test which is necessary for qualifying the c ne for the reactor pressure vessel head lift.
I have conducted a preliminary assessment of the a egations and have deter-mined that the issues raised in the affidavits do ot materially change our assessment of risk to workers and the public as ciated with the Unit 2 planned cleanup activities or the licen:ee's efforts to ready Unit 1 for possible restart.

Any procedures or activi es.iudged by the sta f to present an unacceptable risk are not approved. Moreover, the NRC has substantial presence at the site to monitor ongoing actiyities. The acti ities scheduled at Unit 2 over the next several months do n9t pose a sign licant potential hazard to the public such that a halt to all cgrrently aut rized activities is warranted pending closer examination of the arks' all ations.
Activities at Unit 1 do not pose an imminent threat to blic h lth and safety, since they essentially bear on the ability to safe operpte Unit 1 if restart of the facility is permi tted. Continuation of a tivfties at this time would not interfere with our ability to assess the equacy of such activities or the merit of the Parks' allegations. The fore ordering, as you request, an immediate halt to all work at TMI, excep f r maintenance necessary for safety, does not appear, on the basis of t e alt gations, to be necessary or appropriate at this time.
The NRC's Office of Inves ation (01) s currently conducting an inquiry into the allegations made y Mr. Parks.
I will take appropriate action on your petition within a r sonable time in light of the results of the 01 investigation and other ertinent infonnation.
