Dear Mr. DeYoung:
Duke Power Company (Duke) hereby files an additional response to the Notice of Violation issued in this docket by the NRC's Region II on June 25, 1982 as requested by your letter of October 12, 1982.
Duke has completed actions designed to assure that procedures are meticulously followed and is in the process of completing others. On March 26, 1982, the Oconee Station Manager issued a letter to all station personnel emphasizing the need for a more improved checking system and requiring specific identifica-tion of each item that may have been removed from service so each can be rer.r.ecked. The changes in verification requirements were presented to all affected personnel with emphasis on the necessity for ensuring proper equipment status for safe operation of the plant. Duke will revise an existing Station Directive, 4.2.5 Procedure for Implementing Independent Verification Requirements, to provide more guidance as to what constitutes independent verification and when it is required. This change will provide further assurance that employees are informed of and understand the meaning and significance of independent verification. This revised directive will be communicated to Oconee employees through the normal on-site training program. These activities will be completed by February 1, 1983. Duke management is keenly aware of the generic aspects associated with this citation and is committed, at all levels, towards assuring that all procedures are meticulously followed.
In response to the Order Imposing Civil Monetary Penalty, please find a check in the amount of $44,000.
