Dear Mr. Keppler:
This is in reply to your letter of December 13, 1982, regarding potential inadequacies for notification of the public using the Michigan Warren Dunes State Park, in event of a nuclear emergency at the D. C. Cook Nuclear Plant.
Your inquiry was forwarded to the Emergency Management Division, Michi an Department of State Police, which is the lead agency in E
Michigan for nuclear power plant off-site emergency planning.
We have been informed that Lt. Tyler, Michigan Emergency Management Division, on January 28, 1983, met with Mr. Southwood, Manager of Warren Dunes State Park, and Mr. Begor of Indiana and Michigan Electric Company. At that meeting, Mr. Begor proposed installation of eight public address speakers with sound capability of 115 decibels to be mounted on one pole at Concession #1. In addition, Indiana and Michigan Electric would purchase and install a mobile public address system in park vehicle 13-957. Once installed and operational, ownership of these systems would be turned over to Warren Dunes Park and required maintenance veuld be at park expense.

It is noted the park presently has one mobile PA system (in vehicle 16-669) which will be used to alert persons in the campground. The second mobile PA system (in vehicle 13-957) is to be ur,ed to alert persons in the picnic areas outside the distance of the centrally mounted sirens.
Each vehicle would serve as back-up to the other during maintenance, although this would contribute toward longer notification times.
We believe the proposed system will be adequate to warn essentially 100 percent of the people within the Warren Dunes Park area.
