WPDES PERMIT NO. WI-0000957-2 POINT BEACH NUCLEAR PLANT In a March 31, 1983 letter, the Department was notified of two exceedances of the pH limit at the Point Beach Nuclear Plant. The retention pond discharge (sample point 501) had a pH of 9.6 (s.u.) on March 16 and 17, 1983. In addition, a retention pond pH of 9.2 was experienced on April 6, 1983. This incident was reported in an April 12, 1983 letter to the Department.

The high pH was caused by a carryover of lime from the makeup water treatment system. Problems with the cold lime softening process have continued despite efforts to stabilize the treatment process. Overagitation in the clarifier combined with high flow rate to cause a lime carryover to the pressure filters.

When the filters were backwashed, the lime in the backwash waste raised the pH of the retention pond.

The problem with high pH was compounded by leaks from the storage tank for the cold lime softener sludge. This tank has been retrofitted with a gasketed door to facilitate complete sludge removal at the landfill site. The gaskets on the door leaked permitting an unusually large volume of wastewater with lime floc to enter the retention pond via the floor drains.

i Sulfuric acid was added to the retention pond on March 17 i and April 6 to control the pH. Sulfuric acid will also be added to the backwash as it is pumped to the retention pond. The lime softener sludge storage tank has been returned to the waste hauler for repairs.
