50-366' Tech. Specs. section(s) which requires report:

This 30 day LER is required by Tech. Specs. Section 6.9.1.9.b due to the event's showing that tne unit was not meeting the requirements of Unit 2 Tech. Specs. Section 4.6.3.2.

Plant conditions at the time of the event (s):

This event occurred on 4-5-83 with the unit shutdown for refueling.

Detailed description of the event (s):

On 4-5-83 (reference Deviation Report Number 2-83-48) and again on 4-11-83 (reference Deviation Report Number 2-83-53), with LSFT HNP-2-3109

" MAIN STEAM DRAIN VALVES" in progress, orain valve 2B21-F016 failed to cycle fully upon logic signal.

With the valve in the open position, logic was initiated to close the valve.

Upon initiation the valve began to close and stuck in the partially open/ closed position.

Double indication was observed on control panel 2Hll-P602.

The LSFT was terminated and the valve placed in the open position.

Consequences of the event (s):

Plant was shutcown at the time of the event; therefore, there were no significant consequences of this event.

The health and safety of the public were not affected by this event.

Plant was shutdown at the time of the event, no backup system required.

Justification for continued operation:

Plant was shutdown at the time of the event.

Valve has been fixed and functionally tested.

If repetitive, nuraber of previous LER:

This is a non-repetitive event.

Impact to other systems and/or Unit:

This event had no effect on any other systems or on the other Unit.

Cause(s) of the event (s):

The cause of the event was dirty contacts on the torque switch preventing continuous signal and travel of the valve.

' Immediate Corrective Action:

The contacts on the torque switch were disconnecteo, cleaned and re-tightened.

The valve was then cycleo using the control switch.

The LSFT was successfully completed and the _ system returneo to service on 4-12-83.

Supplemental Corrective Action:

No supplemental corrective action is required.

Scheduled (future) corrective action:

No scheduled (future) corrective action is required.

Action to prevent recurrence (if different from corrective actions):

The corrective actions taken should be sufficient to preclude recurrence.
