MEETING WITH DOE ON UMTRAP VICINITY PROPERTIES TIME & PLACE:

Don Groelsema - DOE Dan Martin - NRC Tony Brazley - 00E Claude Flory - NRC This meeting was requested by DOE to discuss generic procedures for designating vicinity properties under the provisions of UMTRCA, and to consult with NRC on fourteen properties eligible for designation in Grand Junction, Colorado. During the meeting it was agreed that the role of NRC in the vicinity property designation process was a consulting role rather than a concurring role.
DOE is revising their draft document on generic procedures for designation of vicinity properties to include survey procedures which are (nore cost effective than those contained in the draft.
(This draft was submitted to the NRC under cover letter of October 26, 1982.) There was discussion on the correlation of gamma readings to Ra-226 in soil concentrations which will be a major survey strategy in the procedures to be described in the revised draft. As agreed upon in previous DOE /NRC discussions, the revised draft report on generic procedures for designation will be submitted to NRC for review and comment.
After issuance of a final report, the NRC's consultant role in vicinity property designations would be considered to be completed as long as the previously agreed upon generic procedures were followed.
There was discussion on the foisrteen Grand Junction vicinity properties submitted to the NRC under cover letter of February 22, 1983.

DOE explained that these properties were already scheduled for remedial action under the Grand Junction Remedial Action Program (GJRAP) and that they were planning to designate for UMTRCA remedial action those portions of the properties which were not covered by the provisions of GJRAP.
After discussion, NRC agreed with designation of 12 of 14 of these properties on the basis of the high gamma readings contained in the property reports.
DOE withdrew two of the properties from the list until additional data can be obtained for the properties.
This decision was based on DOE's verbal confirmation that the high gamma readings indicated radium in soil concentrations above the final EPA standards, and was prompted by the need for rapid designation to enable inclusion of these properties in one bid package for execution of the UMTRAP and GJRAP work at the same time.
The agreements made between DOE and NRC are summarized below and also enclosed as an attachment to these meeting minutes.

NRC agrees with the designation of 12 of 14 of the properties in Grand Junction submitted under cover letter of Feb. 22, 1983.
2.
This agreement is a consultation action under the UMTRCA procedures for designation.

Future consultation actions to be completed between NRC and DOE include (a) NRC independently verifying that DOE's procedure for correlating gamma readings to Ra-226 in soil is valid and (b) DOE will submit the revised draft generic procedures for designation of vicinity properties under UMTRCA for g geV M by h
