MERGER OF THE CONNECTICUT LIGHT AND POWER COMPA!1Y AND THE HARTFORD ELECTRIC LIGHT COMPANY Hillstone Station, Units 1 and 2 The Comission has issued the enclosed Amendnent Nos. 91 and 86 to Provisional Operating License No. DPR-21 and Facility Operating License tio. DPR-65 for the Hillstone Nuclear Power Station, Units 1 and 2, respectively. The amendments are in response to your application dated December 8,1982.

The amendments amend the Millstone 1 and 2 licenses to reflect the merger of the Connecticut Light and Power Company (CL&P) and The Hartford Electric Light Company. Accordingly, these licenses now indicate CL&P and Western Massachusetts Electric Company as having authority to possess Millstone Station, Units 1 and 2, and the Northeast Nuclear Energy Company as the l

responsible entity for operation of the facilities. With respect to Unit 1 only, this action also involves a change to Section 5.1 of the Technical Specifications.

We have reviewed your application and have found that the subject merger us C h[ ]/

is administrative in nature and does not reduce the effectiveness for management or safe operation of Hillstone Station, Units 1 and 2.

We gy therefore, find the proposed action acceptable.

We have discussed with your representative our decision to reissue the Hillstone 1 license in its entirety for clarity and format purposes only.

We have mutually agreed to this decision.

o fir. U. G. Counsil May 5,1983 Since these amendments reflect the merger of utilities, they do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amend-cents involve an action which is insignificant from the standpoint of an environmental impact and, pursuant to 10 CFP, 551.5(o)(4), that an environ-mental impact statenent or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of these amendments.

I We have concluded that, since the amendments involve the merger of utilities:

(1) the anenaments do not involve a significant increase in the probability or consequences of an accident previously evaluated, do not create the possibility of an accident of a type different froa any evaluated previously, and do not involve a significant reduction in a margin of safety, the amendments do not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed action; ano (3) such activities will be conducted in compliance with the Cornission's regulations and the issuance of these anendaents will not be inimical to the com.on defense and security or to the health ano safety of the public.

The hotice of Issuance, which is being forwarded to the Office of the Federal Register, is also enclosed.
