Public Service Electric and Gas Company, Newark, NJ Docket No. 50-272 Salem Unit 1
Subject:
PROPOSED IMPOSITION OF CIVIL PENALTIES - $850,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of Eight Hundred and Fifty Thousand Dollars ($850,000) has been issued today to Public Service Electric and Gas Company.
This action is based on a violation of a Technical Specifi-cation requirement and failure to adequately implement certain aspects of the quality assurance program. The Technical Specification violation involved the failure of reactor trip breakers to be operable as required. The failure to establish a quality assurance program involved those program inadequacies that contributed to the Technical Specification violation.
The licensee has been informed of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice May 5, 1983 Telephone Notification of Licensee May 5, 1983 A news release has been prepared and will be issued May 6, 1983.
The licensee has received the Notice. The States of New Jersey and Delaware are being notified.
The licensee has thirty days from the date of the Notice in which to.espond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
