May 4, 1983 EN-83-30 0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Virginia Electric and Power Company Surry Unit 1 Docket Nos. 50-280 and 50-281 Subject :
PROPOSED IMPOSITION OF CIVIL PENALTY - $40,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Forty Thousand Dollars ($40,000) will be issued on or about May 9,1983 to Virginia Electric and Power Company.
This action is based on serious weaknesses in three important areas of worker protection:
internal and external dose monitoring, and procedural compliance.
Inadequate evaluations were performed of airborne concentrations of radioactive material and inadequate evaluations were performed in determining the beta radiation dose to personnel in work areas.
In addition, personnel failed to follow radiation protection procedures.
It should be noted that the licensee has not been specifically informed of the enforcement action.

Mailing of Notice May 9, 1983 Telephone Notification of Licensee May 9, 1983 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of Virginia will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
