The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment to the Virgil C. Summer Nuclear Station, Unit No.1 (the facility) Facility Operating License No. NPF-12 filed by the South Carolina Electric & Gas Company acting for itself and South Carolina Public Service Authority (the licensees), dated October 8,1982, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's regulat. ions as set forth in 10 CFR Chapter I; B.
The facility will operate in confotinity with the application, as amended, the provisions of the Act, and the regulations of the Comission; C.
There is reasonable assurance: (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the pubite, and (11) that such activities will be conducted in compliance with the Comission's regulations set forth in 10 CFR Chapter I; D.
The issuance of this Itcense amendment will not be inimical to the common defense and security or to the health and safety of the public; e
E.
The issuance of this license amendaent is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is hereby amended by page changes to the Technical Spec-ifications as indicated in the attachments to this license amendment. Paragraph O'm 2.C(2) of Facility Operating License No. NPF-12 is hereby 9 ended to read as O

PLANT SYSTEMS SPRAY AND/OR SPRINKLER SYSTEMS LIMITING COMDITION FOR OPERATION 3.7.9.2 The following spray and/or sprinkler systems shall be OPERABLE:
a.
Fuel Handling Building Chsrcoal Filter Plenums b.
Control Room Emergency Charcoal Filter Plenums c.
Diesel Fire Pump Room Wet Pipe Sprinkler System d.
Diesel Generator Duilding Preaction Sprinkler System e.
Control Building Preaction Sprinkler System f.
Service Water Pump House Preaction Sprinkler System g.
Intermediate Building Preaction Sprinkler System h.
Auxiliary Building Preaction Sprinkler System APPLICABILITY:
Whenever equipment protected by the spray / sprinkler system is required to be OPERABLE.
ACTION:
a.
With one or more of the above required spray and/or sprinkler systems inoperable, within one hour establish a continuous fire. watch with backup fire suppression equipment for those areas in which redundant systems or components could be damaged; for other areas, establish an hot;rly fire watch patrol.
Restore the system to OPERABLE status within 14 days or, in lieu of any other report required by Specifica-tion 6.9.1, prepare and submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 30 days outlining 7
the action taken, the cause of the inoperability and the plans and schedule for restoring the'"sy% tem to OPERABLE status.
b.
The provisions of Specification 3.0.3 and 3.0.4 are not applicable.
SURVEILLANCE REQUIREMENTS 4.7.9.2 Each of the above required spray and/or sprinkler systems shall be demonstrated OPERABLE:
a.
At least once per 31 days by verifying that each valve (manual, power operated or automatic) in the flow path is in its correct position.
b.
At Icast once per 12 months by cycling each testable valve in the flow path through at least one complete cycle of full travel.
