This refers tc the routine safeguards inspection conducted by Mr. R. J. Bailey
of this office on February 28 - March 4,1983 at Indian Point Nuclear
Generating Station, Unit 2, Buchanan, New York, of activities authorized by
NRC License No. DPR-26 and to the discussions of our findings held by Mr.
Bailey with Mr. C. Jackson and members of his staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspector.

Our inspector also verified the steps you have taken to correct the violations
brought to your attention in the enclosure to our letters dated March 19,
1982, April 23, 1982, August 24, 1982, November 19, 1982, December 30, 1982,
January 17, 1983, and January 18, 1983. We have no further questions
regarding your actions at this time.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC reycirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
This
violation has been categorized by severity level in accordance with the NRC
Enforcement policy (10 CFR 2, Appendix C) published in the Federal Register
Notice (47 FR 9987) dated March 9, 1982.
This notice is sent to you pursuant
to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations. Although Section 2.201 requires you to
submit to this office, within 25 days of your receipt of this notice, a

written statement of explanation, we note that this violation was corrected
prior to the completion of our inspection, and therefore, no response with
respect to this matter is required.
Sections of the enclosed inspection report contain details of your security
program that have been determined to be exempt from public disclosure in
accordance with either 10 CFR 73.21 (Safeguards Information) or 10 CFR 9.5(a)(4) (Commercial or Financial Information). Therefore, the sections so
