OF FACILITY OPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, hereby reauests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended to meet the criteria of NUREG 0803, " Safety Concerns Associated with Pipe C

Breaks in BWR Scram Systems", by reducing the Iodine-131 concentration l'.mits and to meet the coolant leakage criteria l

identified in NUREG 0313, " Technical Report on Material Selection and Processing Guidelines for BWR Coolant Pressure Boundary Piping".

l The proposed revisions are indicated by a vertical bar in the margin of the attached pages 145, 145a, and 146. New pages 145b, 146a are submitted to accommodate a redistribution of material.

Licensee proposes a reduction in Iodine-131 limits for the reactor coolant (page 145) in accordance with the General Electric Standard Technical Specification (NUREG-0123, Fall 1980) as requested by letter of August 24, 1982 (J. F. Stolz, NRC to E.

G. Bauer, Jr., Philadelphia Electric Co.). The proposed change reduces the operating limit to 0.2 ue/gm of dose equivalent, but allows this limit to exceeded for a 49 hour5.671296e-4 days <br />0.0136 hours <br />8.101852e-5 weeks <br />1.86445e-5 months <br /> period provided it does not exceed 4.0 ue/gm. The reactor may not be operated for more than 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> within any 12 month period with Iodine concentrations above 0.2 uc/gm of dose equivalent.

As recommended by the Standard Technical Specifications, Licensee is also proposing that the surveillance testing be increased to include a monthly quantitative analysis for Kr-88 in the offgas sample.

Licensee is further requesting that coolant leakage requirements be revised to satisfy the requirements of NUREG-0313, Revision 1, as committed to in Licensee's letter of December 3, 1982 (S. L. Daltroff to J. P. Stolz). The amendment I

request (page 146) adds a rate of change limit of 2 gallons per c

Any unidentified leakage exceeding these limits would reauire a plant shutdown for inspection and corrective action.

Pursuant to 10CFR Section 170.22, " Schedule of Fees for Facility License Amendments", Licensee proposes that this ,

Application for Amendment be considered a Class III Amendment for Unit 2 and a Class I Amenda,ent for Unit 3, since the proposed changes are deemed not to involve a significant hazards consideration.

The Plant Operation Review. Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or significant hazard f I

consideration; and will not endanger the health and safety of the public.
