Consumers Power Company Midland Plant Units 1 and 2 Bechtel Job 7220 Description of Deficiency The discrepancies discussed in this report concern the amount of radial shear reinforcement provided around the containment building major penetrations.

Summary of Investigation and Historical Background

Background

While examining drawings for the containment sheil, it was determined that there is less radial shear tie reinforcement around the equipeent hatch, personnel lock, and the emergency air lock penetrations than in other projects of similar design. The design for these areas was completed in November 1973, the drawings for the equipment hatch were issued for construction in July 1974, and the containment walls for Units 1 and 2 were constructed in 1976 and 1977.

Investigation Design requirements, criteria, existing calculations, and drawings were reviewed and it was determined that reevaluation of penetrations for the equipment hatch, main steam line, personnel lock, purge line, and emergency air lock was required.

The equipment hatch penetrations have been independently reanalyzed

using a more detailed finite-element model than that used in the original design.

Shear stresses around the equipment hatch satisfy I

acceptance criteria.

The main steam line penetration calculations have been reviewed and the shear reinforcement was found acceptable.

The shear stresses for the primary loading condition of 1.05D + F + 1.5PA where D is dead load, F is prestressing force, and PA is accident pressure, have been found acceptable. penetration for personnel lock were found to be overstressed. This analysis was a linear clastic analysis, which takes no credit for stress redistribution or thermal stress relaxation.

In a meeting with consultants, it was determined that an elastic analysis using the cracked section properties of certain elements to represent the actual structural behavior would be conducted. This analysis would consider stress redistribution and thermal stress relaxation. This analysis is in progress sud, when complete, will be reviewed by the consultants.

i Upon completion of the review of the personnel lock penetration analysis, the acceptability of the purge line and emergency air lock penetrations will te determined.

Analysis of Safety Implications No deficiencies bave been found under FSAP loadirg conditions that could adversely affect the safety of the Midland plant.

Corrective Action SAR Change Notice 2648 was issued to Consumers Power Company to correct discrepancies in FSAR Subsection 3.8.1.5.1.3.

This SAR change notice was incorporated in FSAR Fevision 41.

An additional SAR change notice to include applicable equations for punching shear is being i

written and will be submitted to Consumers Power Company by February 1983. The need for further corrective action will be determined after completion and review of the anlysis.
