Request for Additional Information Regarding Safety Relief Valve Piping and Quencher Device - Perry Nuclear Power Plant (Units 1 and 2)
The racetina report prepared by the Perry project manager (John J. Stefano) dated Novenber 30, 1982, sumarizes discussions held with your staff on Hoverter 22, 1982 relative to the need to conduct SRV hydrodynamic load tests for Perry. The report highlighted a concern, expressed at the meeting by Mr. David Terao, regards potential thermal gradient stresses in the SRV dis-charge pipe supports in the suppression pool area. Enclosed are the specific questions which formulate that concern.
It is anticipated that they will be addressed in your submittal covering the additional information (detailed in a subsequent conference call held between your staff and the NRC Structural Engineering staff) in supporting your SRV no-test oroposal.
If the enclosed questions will be responded to separately, please advise Mr. Stefano, upon receipt of this letter, when we may expect to have a reply.

e ENCLOSURE In recent discussions with the applicant, it has become 210.9 apparent to the staff that the safety-relief valve (SRV) piping
+
in the suppression pool are provided with horizontal quencher supports that are welded directly on the piping.
In the staff's opinion, the welded attachment could cause excessive localized bending stresses and harmful thermal gradients in the pipir.g following actuations of the safety-relief valves.
Furthermore, the relatively large number of stress cycles could gj result in fatigue failure in the piping. The applicant is lI requested to provide detailed analyses of the welded attachment to verify that the structural integrity of the piping and the quencher support capabilities are not compromised.
h 210.10 The quencher device is classified as an ASME Code Class 3 component.
Provide the basis for assuring that the quencher device has been adequately designed for all applicable stresses resulting from the actuation of the safety-relief valves including localized bending stresses and thermal gradients.
