Dear Mr. Kammerer,

The enclosed correspo!adence~from the Community F.nergy Action Network and the article from the 1~6s Angeles Times have brought to my attention a possible problem with welds at the. San Onofre nuclear power plant in California ~. According to these sources, E. Earl Kent, a former quality control engineer with Becht61 Power Corpora-tion, has noted " thousands of substandard welds on pipe and elec-trical system supports" at both San Onofre and another plant in Michigan. Mr. Kent alleges that if these welds fail, the pipe and conduits could bend and break, threatening the, systems which cool the reactor and which carry radioactive water' within the containnent building. The news article notes that the Nuclear Regu3 story Conmission is investigating these charges. - I trust that the investigation will be comprehensive and tho, rough and that the NRC will take ~ any steps necessary to assure itself -- and 'ths pubic -- of the safety of these nuclear plants. It is essential tha.t unit 2 of San Onofre, which the NRC has authorized to go fto full power operation,and unit 3 'which may ~ reach that _ stage. by year's end, be built according to.the~ very highest safety standards, even if a delay in full-power operation is necessary.' I would appreciate knowing the scope and progress of your investi-gation and receiving a, copy of the final repo'rt when the inquiry is completed. RECOMMENDATION FOR LICENSING BOARD NOTIFICATION REGARDING WELDING RELATED ALLEGATIONS AT SAN ONOFRE UNIT 3, DOCKET NO. 50-362 A.

Background

During the week of September 13, 1982, the licensee notified the inspector that certain allegations had been received by SCE regarding welding adequacy at SONGS 2 and 3 The licensee had interviewed the alleger on September 7,1982 and had documented and resolved the concerns expressed by the allegers The inspector reviewad the licensee's actions te resolve the allegations and noted that the licensee's investigation did net substantiate any of the alleger's concerns. On October 6, 1982 the NRC, Region V, was contacted by a reporter for the Los Angeles Tir:es who relayed several concerns, which had been expressed to the media by the alleger. The alleger contacted the NRC on October 6, 1982 and relayed additional concerns, in addition to the four previously expressed to the licensee on September 7,1982. The alleger was interviewed by two Region V Investigators and one Section Chief on October 16, 1982. The concerns expressed by the alleger were summarized into a statement and presented to the alleger for review and signature on October 16, 1982. The alleger refused to sign the statement. The fourteen concerns sunmarized in the statement included the original four expressed to the licensee on September 7,1982 and additional concerns expressed during the NRC interviews. The statement is attached to this memorandum. B. Region V Action A team of NRC personnel, consisting of two inspectors and one regional supervisor, conducted an inspection at the San Onofre Nuclear Generating Station site, during the period of October 18-27, 1982, to examine procedures, installed plant conditions and documentation related to the concerns expressed by the alleger. Region V has completed the special inspections and did not substantiate any of the allegers concerns. h f P

l .. Region V currently anticipates completion and issuance of the special inspection report by mid December,1982. Certain allegations regarding the adequacy of and implementation of Code requirements have been referred to NRR for technical evaluation. The results of the NRR evaluaton will be included as an attachment i to the special inspection report. C. Backgypund During the wcck of Septr'mber 13.1032, the 1icent,uu notified tho .. inspector that certain allegations had been received by SCE regarding. welding adequacy at SONGS 2 and 3. The licensee had interviewed the alleger on September 7,1982 and had documented and resolved the concerns expressed by the alleger. The inspector reviewed the licensee's actions to resolve the allegations and noted that the licensee's investigation did'not substantiate any of the alleger's cnncerns. On October 6, 1982 the NRC, Region V, was contacted by a reporter for the Los Angeles Times who relayed.several concerns, which had been expressed to the media by the alleger. The alleger contacted the NRC on October 6,1982 and relayed addit.iunal concerns, in addition to the four previou'.,1y expressed to the licensen un Septenber 7,1982.. The a11eger was interviewed by two Rogion V Investigators and one r. Section Chief on October 15, 1982. The concerns expressed by the . alleger were sunnarized into a statement and presented to the alleger for review and signature on October 16, 1982. The alleger refused to sign the staterr.cnt. The fourteen concerns summarized in the statement included the original four expressed to the licensee on September 7,1987 and addittunal concerns expressed during the NRC j interviews. The statement is attached to this menorandum. B. Region V Action A team of NRC personnel, consisting of two inspectors and one regional supervisor, conducted an inspection at the Son Onofre Nuclear Generating l Station site, during the period of October 18-27, 1982, to examine procedures, installed plant conditions and documentation related to - the concerns expressed by the alleger. Backg rou,nd During the week of Septcniber 13.1932, the 1 iten'.ee notified the .. inspector that certain allegations had been received by SCE regarding - u. welding adequacy at SONGS 2 and 3. The licensee had intervic sed the w lleger on September 7,1982 and had docun,ented and resolved the aconcerns expressed by the alleger. The inspector reviewed the licensee's actions to resolve the allegations and noted that the licensee's investigation did not substantiate any of the alleger's concerns. On Octouer 6,1982 the NRC, Region V, was contacted by a r'eporter for the Los Angeles Tines who relayed.several concerns, which had' been expressed to the imdia by the alleger. The alleger contacted the NRC on October 6,1982 and reluyed additional concerns, in addition to the f our previously expressed to the licensee on Septec6er 7,1982.. The a11eger was interviewed by two Region V Investigators and one r. Section Chief on Octnber 15, 1982. The concerns expressed by the . alleger were surarized into a stateinent and presented to the alleger for review and s15 nature on October 16, 1982. The alleger refused Lo sign the s taten ent. The fourteen concerns suimerized in the statement included the original four expressed 'to the licensee on Septentaer 7,1987 and additional concerns expressed during the NRC $ interviews. The staternent is attached to this cworandum. B. Region V Action Y team of NRC personnel, consisting of two' inspectors and one regional h supervisor, conducted an inspection at the San Onufre Nuclear Generalitig 4tation site, during the period of October 18-27, 1982, to exactine h f procedures, installed plant conditions and documentation related to - the concerns expressed by the alleger. R*gion V has completed the 9 h special inspectior.s and did not substantiate any of the allegers f @f concerns.

The inspector reviewed the e lir.ensee's actions to resolve the allegations and noted that the lir.ensee's investigallun did'not substantiate any of the alleger s 8 conce:rns. On Octouer b.1982 the NRC, Region V, was contacted by a reporter for the Los Angeles Times who relayed.several concerns, which had-been expressed to the iredia by the alleger. The alleger contacted the Nxt on October 6,1982 and reluyed addit.funal concerns, in addition to the f our previously expressed to the licensee on Septen6er 7,1932.. The alleger was interviewed by two Rogion V Investigators and one i. Section Chief on October 15, 1982. The concerns expressed by the . alleger were sumarized into a statement and presented to the alleger fr review and signature on Octnber 16, 1982. The alleger refused to sign Line statement. The fourteen concerns suimarized in the statecent included the original four expressed to the licensen on September 7,1987 and addittunal concerns expressed during the NRO ) interviews. The statement is attached to this runorandum. D Region V Action team of NRC personnel, consisting of two inspectors and one regional l supervisor, conducted an inspection at the San Onufre Nucleer Gener4 Ling 4 Station site, during the period of October 18-27, 1982, to examine / procedures, installed plant conditions and documentation related to - / the concerns expressed by the alleger.
