Dear Mr. Ilukill:

The staff has reviewed your August 20, 1982 subnittal as podified by your October 5,1982 subnittal containing your evaluation of the TMI-l stea9 qenerator repair process. As described in your evalua-tion, the repair process involves explosive expansion of the tubes within the u?per tubesheet (UTS) of the THI-l steam generators.

Your evaluation concluded that the repair process does not involve an unreviewed safety question or require a rodification to the Tech-nical Specifications. ife have revimied your evaluation and we agree with your deternination that the repairs of the stean generators may be conducted but that NRC approval will be required before any subse-quent operation.

tie have also reviewed the interiu report of your third party review group which concludes that the repair will not have adverse effects on safety related aspects of the plant in a cold shutdown condition.

He are encouraged by your willingness to include in your progress, provisions for incorporating their connents on your repair process.

Again as noted in our August 23, 1982 letter to you, we consider f!RC approval of the overall stean generator progran necessary prior to restart. Hence, we reiterate our request that you submit your final safety evaluation and TS amendment with supporting analysis, as early as possibic.
