BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY 50-278 APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSES DPR-44,& DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, hereby reauests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended to reflect modifications required to meet the criteria of Appendix A of NUREG 0661, " Mark I Containment Long Term Program" by revising certain sections as indicated by a vertical bar in the margin of the attached pages 77, 78, 86, and 190.

l The proposed amendment revises the operability and surveillance requirements on pages 77, 78 and 86 to reflect a

t planned modification to the' suppression pool temperature monitoring system.

The modification will replace the existing temperature-monitoring system with redundant suppression pool' monitoring systems that meet the criteria of NUREG 0661.

Each new monitoring system will consist of thirteen (13) resistance i

temperature detectors mounted-in thermowells installed in the torus-shell.below the minimum water level required by the Technical Specifications, a processor / indicator / printer lo._ted in the control room, and a recorder located in the control room.

j Annunciation will be provided for-high temperature and signal 4

failure.

The equipment will satisfy the Category I design recommendations of' Regulatory Guide 1.97, Revision 2,

The amendment proposes a testing frequency of once per day and once per operating cycle for the instrument check and sensor calibration,.respectively.

The proposed-testing frequency i

is consistent with the guidance provided in-the " Standard

. Technical Specifications for General Electric Boiling. Water 4

Reactors", NUREG-0123, Revision.3, page 3-74. ' Malfunction detection circuits provide additional assurance that. accurate temperature _information is presented to the operator.

The detection circuit continuously monitors the individual

' temperature inputs.for out of range or' intermittent signals,

provides for annunication and, upon operator action, removal of a I

failed-signal.

Further,-due to the proximity of redundant

. sensors to each other, the instrument check will provide early indication of any drift in calibration associated with an

. individual sensor.

Additionally, the proposed amendment-revises the pressure and temperature limits on page 165 to conform with the i-l NRC criteria identified in NUREG-0661, " Safety Evaluation Report, Mark I. Containment Long-Term Program".

The proposed i

specification would require an external visual examination of the suppression chamber whenever-the local pool temperature exceeds 200 F coincident with relief valve operation.

The new limits reflect the completed modification _of the Safety Relief Valve discharge to incorporate the T-quencher design on both Peach Bottom. Unit 2 and Unit 3.

Further, the proposed amendment deletes obsolete I

specifications and footnotes on page 86 for Peach Bottom Unit No.

i 3 since the modifications authorized by Amendment No. 67 are 4

complete.

Several changes are proposed in section 3.7.A.l.c

-(page 165a) in the interest of clarification.

~ Class-III Amendment for Unit'2'and a Class I Amendment for Unit 3, since_the proposed changes do not involve a significant 2 hazards consideration.

The Plant. Operating Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the: Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration; and will not endanger the health and safety of the public.
