NRC STAFF'S ANSWER TO NATURAL RESOURCES DEFENSE COUNCIL, INC. AND THE SIERRA CLUB THIRD REQUEST TO STAFF FOR PRODUCTION OF DOCUMENTS The Nuclear Regulatory Commission Staff (Staff) hereby responds to the Natural Resources Defense Council, Inc., and the Sierra Club Third Request to Staff for Production of Documents filed on September 17,,
1982, and the documents requested in Natural Rnources Defense Council, Inc. and the Sierra Club Twenty-seventh Set of Interrogatories and Request to Produce to Staff filed on September 17, 1982. On October 6, 1982, the undersigned identified to counsel to NRDC, et al. by phone those documents requested which were already available at the "H" Street Public Document Room.
In this Answer, the Staff provides a complete response to the document requests.
All the documents listed in Natural Resources Defense Council, Inc.,
and the Sierra Club Third Request to Staff for Production of Documents will be available in the Public Document Room except for #3, #11, #19, 4
- 20, #28, #36, and #37. With regard to the documents being made avail-f able at the 1717 "H" Street, Washington, D.C., Public Document Room, arrangements may be made with that office for any copying services.

31 and 32. The U.S. Department of Energy (D0E) Special Study, Report on Reactor Materials and Nuclear Explosives (DOE-DP-003) and U.S.
Department of Energy (D0E) 1976 Threat Guidance.
Since both of these documents are classified by the Department of Energy, the NRC is unable to make them available. Arrangements would have to be made with DOE regarding these documents to determine whether they can be inspected.
- 36. The U.S. Nuclear Regulatory Commission (NRC) Annual Safeguards Report to Congress, FY 1981 and FY 1982.
NRC does not have a document with that particular title for those years. However, the NRC Staff does have a document entitled "U.S.
Nuclear Regulatory Commissi., Annual Safeguards Report to the President" for FY 1981. The document is a joint DOE and NRC report that was sub-mitted to the President by DOE.
DOE has classified the document and, therefore, the NRC Staff is unable to make that report available to Intervenors. Arrangements would have to be made with DOE regarding this report to determine whether it can be inspected.

g Those documents referred by the Staff in response to Natural Resources Defense Council, Inc., and the Sierra Club Twenty-seventh Set of Inter-rogatories and Request to Produce to Staff not predi,usly provided to Intervenors are available in the Public Document Room with the exception of ICRP Publications 2 and 19.
Intervenors have referenced ICRP Publica-tion 2 in the Testimony of Dr. Karl Z. Morgan, therefore, it is apparent Intervenors already have access to that document. With regard to ICRP Publication 19, this publication along with ICRP Publication 2 are reference documents used by Staff and are available for inspection by Intervenors at the NRC offices in Bethesda. Contact Mary Sweeney to make arrangements.
Regarding the DOE 1979 document mentioned in the response to Inter-rogatory I.12.f, Intervenors should refer to U.S. Department of Energy (D0E),
1979, Technology for Comercial Radioactive Waste Mragement, DOE /ET-0028, Vol. 3, Washington, D.C., not Vol. 5 as was incorrectly indicated on p. D-36 of the Draft Supplement to Final Environmental Statement related to con-struction and operation of Clinch River Breeder Reactor Plant, NUREG-0139.
Finally, the October 13, 1982 deposition, Dr. Edward Branagan of the Office of Nuclear Reactor Regulation referred to a computer printout for the 1,000 year dose which Intervenors requested. A copy of the printout will be made available for inspection and copying at the Public Document Room.
