SUMMARY

OF JANUARY 22, 2020, TELECONFERENCE MEETING WITH DTE ELECTRIC COMPANY, FERMI 2 ON PRE-APPLICATION OF TWO RELIEF REQUESTS (PROPOSED ALTERNATIVES) REGARDING RESIDUAL HEAT REMOVAL (RHR), HIGH-PRESSURE COOLANT INJECTION (HPCI) AND REACTOR CORE ISOLATION COOLING (RCIC) VALVES ASSOCIATED WITH INSERVICE TESTING (EPID L-2020-LRM-0005)

On January 22, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of DTE Electric Companys (DTE, licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss DTEs technical aspects and schedule related to the planned submittal of the following 2 relief requests (proposed alternatives to ASME Code requirements) for Fermi 2:

(1) Relief Request #1 for four RHR valves (E1150F006A/B/C/D)

(2) Relief Request #2 for one HPCI (E4150F007) and one RCIC (E5150F012) valve.

The meeting notice and agenda, dated January 17, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20017A287. A list of attendees is provided as Enclosure 1.

The licensee provided information for the teleconference discussion which is available in ADAMS Accession No. ML20017A178. The information included the background and the proposed summary for each relief request. DTE also stated that the two applications are planned to be submitted to NRC by January 24, 2020.

The NRC staff queried the licensee about the tests that have been performed on the valves in the past and the results. The NRC staff also asked the licensee to provide the following details in the application:

Licensee will put valve equipment numbers in the requests.

Licensee will state that the request is required from February 17, 2020, until the startup from the refueling outage (RFO)20 when the valve testing is done in the spring of 2020.

For Request 2 - Licensee will state what testing has been done for the motor-operated valves (MOVs) and the check valves.

For Request 2 - Licensee will state that they are not requesting NRC authorization to make the check valves the pressure indicating valves (PIVs) instead of the MOVs.

For Request 2 - Licensee will state that the MOVs are normally closed and will be open for a short period of time during the outage.

The NRC staff indicated that based on its review of the relief requests and acceptance, it would determine if a telephone approval path for approval is chosen prior to full documentation of approval.

DTE stated that the license amendment requests would address the comments and concerns raised by the NRC staff in this teleconference.

No regulatory decisions were made as a result of this teleconference.

A member of the public, Mr. Michael Keegan, was in attendance. He asked if the HPCI/RCIC systems were part of the emergency core cooling system (ECCS). DTE answered generically yes. Mr. Keegan indicated he was concerned since the licensee was asking for relief from pre-operational testing on some MOVs associated with the HPCI/RCIC system. He indicated that with the torus virtually inoperable due to debris clogging the ECCS suction strainers, defense and depth would be impacted. He also asked if pre-operational testing was performed on these valves. The NRC staff explained the context of the emergent relief requests and DTE explained the role of HPCI and RCIC with respect to the ECCS.
