Dear Dr. Guo:

The U.S. Nuclear Regulatory Commission (NRC) staff has received your submittals dated December 12, 2019 (Agencywide Documents Access and Management System (ADAMS)

Number ML19350B163), transmitting the triennial update to the Decommissioning Funding Plan and December 20, 2019 (ADAMS No ML19357A042) transmitting the instrument for financial assurance in a Self-Guarantee.

We have completed our acceptance review of your submittals and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) 000224/07000113/L-DFA-2019-0016. Please reference this EPID number and Docket Number [07000113] in any future correspondence associated with this request.

Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by May 20, 2020.

This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 60 staff hours to complete the review of both submittals.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS.
