January 9, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety & Security Affairs, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, D.C. 20520

Dear Mr. DeLaBarre:

Enclosed is an application (XMAT427/03), dated December 30, 2019, received by the U.S.

Nuclear Regulatory Commission (NRC), from Airgas USA, LLC, for the export of 3,000 kilograms of deuterium gas and various deuterium compounds to China for distribution into the Chinese semiconductor and fiber optic cable market.

The purpose of the amendment is to extend the expiration date from March 31, 2020 to March 31, 2023 and to update the mailing address.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Sincerely, 1/9/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs
