San Onofre Nuclear Generating Station l Units 2 and 3 i l

Enclosed are Amendment Application Nos. 130 and 114 to Facility Operating l Licenses NPF-10 and NPF-15, respectively, for the San Onofre Nuclear l Generating Station, Units 2 and 3. These Amendment Applications consist of ,

Proposed Change Number (PCN) 329. PCN 329 is a request to revise Technical i

Specification (TS) 3/4.7.1.1, " Main Steam Safety Valves", and the associated l Bases. l Southern California Edison (SCE) proposes to revise this TS by making the following changes: {

1) Increase the as-found setpoint tolerance for the Main Steam Safety l Valves (MSSVs) from +/-1% to +2%/-3%. The as-left setpoint i following surveillance testing will be maintained at +/-1%.  !
2) Revise the existing ACTION statement to require HOT SHUTDOWN instead of COLD SHUTDOWN,
3) Revise Table 3.7-2 to require a reduction in steady state operating power with MSSVs INOPERABLE, .instead of the existing l
reduction in the Linear Power-High Trip Setpoint, i l
4) Add an ACTION statement to be in at least HOT STANDBY within 6 l hours and in HOT SHUTDOWN within the following 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> when less j than 5 MSSVs are OPERABLE per OPERABLE Steam Generator-(SG). >
5) Make editorial, format, and Bases changes to clarify the intent of l this TS.

These changes are recuested to provide flexibility in testing and resetting the MSSVs, and provice clearer and more appropriate actions when MSSVs are 09001-7 _

4 determined to be INOPERABLE. These changes are acceptable aecause they maintain the intent of the TS, which is to ensure sufficient overpressure relief and heat removal capacity through the MSSVs for any postulated accident.

SCE requests NRC approval of th4s amendment request for use during the Unit 2 Cycle 7 refueling outage, which is scheduled to begin in June 1993. If, however, approval before June 1993 is not possible, approval as soon as possible after this time is requested.
