Provided herein are proposed changes to the Joseph M. Farley Units 1 and 2 Technical Specification 3/4.8, " Electrical Power Systems" and associated sections which are being submitted in response to 10 CFR 50.63, " Loss of ,

All Alternating Current Power." These proposed changes are in accordance i with the approach presented by Southern Nuclear Operating Company (SNC) in .

letters dated April 12, 1989, March 8, 1990, June 5, 1991, and July 13, '

i 1992 which were subsequently reviewed and approved by the NRC in Safety ,

Evaluation Reports dated April 25, 1991 and June 12, 1992. Final NRC l l approval of the SNC response to the SB0 rule was given in letter dated i August 14, 1992.  ;

Attachment 1 provides the proposed changed pages to the technical specification including annotated and typed pages. Attachment 2 contains the safety analysis for the proposed changes. Attachment 3 provides the required significant hazards analysis pursuant to 10 CFR 50.92, wherein SNC has determined that the proposed technical specification changes do not involve a significant hazards consideration. Attachment 4 provides the basis for determining that the proposed technical specification revisions will not significantly affect the quality of the environment.

In addition, the analysis and conclusions of the significant "h'azards consideration and environmental impact evaluations provided in support of the technical specification changes proposed by letter dated December 11, 1992 remain valid in light of these proposed changes necessitated by the Station Blackout Rule modifications.

% S U. S. Nuclear Regulatory Commission Page 2 The Plant Operations Review Committee has reviewed and approved these proposed changes, and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

Approval of these proposed changes is requested by September 1, 1993 prior to the Unit 2 ninth refueling outage during which the required station blackout modifications for Unit 2 will be implemented. The modifications planned for the outage will remove the safety start signals to Diesel Generator 2C from both Unit I and Unit 2, and therefore, approval must be received prior to the start of the outage.

It should be noted that these proposed changes are written based upon the technical specification pages submitted by letters dated June 23, 1992 (RETS deletion per G.L. 89-01) and December 11, 1992 (electrical power system technical specification improvement).

A copy of these proposed changes has been sent to Dr. Carole Samuelson, the Alabama State Designee, in accordance with 10 CFR 50.91(b)(1).
