Nuclear Regulatory Commission ATIN: Document Control Desk Washington, DC 20555 Joseph M. f arley Nuclear Plant Electrical Power System Technical Sateification Chanan Gentlemen:

Provided herein are proposed changes to the Joseph M. Farley Units 1 and 2 Technical Specification 3/4.8, " Electrical Power Systems." These proposed changes are submitted in response to a request made by the NRC in a letter dated September 15, 1992. The changes proposed herein were presented in concept at the July 31, 1992 meeting between Southern Nuclear Operating Company (SNC) and the NRC Staff.

Attachment 1 provides the proposed changed pages to Technical Specification 3/4.8 including annotated and typed pages. Attachment 2 contains the safety analysis for the proposed technical specification changes. Attachment 3 provides the required significant hazards analysis-pursuant to 10 CFR 50.92, wherein SNC determined that the proposed changes do not involve a significant hazards consideration. Attachment 4.provides the basis for determining that the proposed technical specification changes will not significantly affect the quality of the environment.

The Plant Operations Review Committee has reviewed and approved these proposed changes, and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

No specific date is being requested for approval of this amendment.

However, it is important to note that in early 1993 SNC will be submitting an amendment associated with this same Technical Specification 3/4.8 in order to accommodate changes necessary to implement station-blackout modifications in the Fall of 1993.
