This letter forwards the report of the announced team inspection conducted by
Messrs. E. R. Schweibinz, R. L. Bywater, T. J. Kobetz, J. H. Neisler, and

J. R. Roton from October 19 through November 20, 1992, of activities at the
Prairie Island Nuclear Generating Plant, Units 1 and 2, authorized by NRC
l
Operating Licenses No. DPR-42 and No. DPR-60. This inspection was conducted
serially, that is, inspectors were onsite individually during different
windows of the inspection period. We discussed our findings with Messrs.
E. Watzl, H. Sellman, G. Goering, and other members of your staff on
l
November 20, 1992. Additional debriefing meetings were held with
!
representatives of your staff at the conclusion of each inspection window.

The purpose of this inspection was to observe and evaluate ongoing dual-unit
'
.
outage activities and various plant modifications including the station
blackout / electrical safeguards upgrade (SB0/ESU) modification, the independent
spent fuel storage installation (ISFSI), and the reactor coolant system
draindown modification.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
,
examination of procedures and representative records, observations, and
-

interviews with personnel.

Based on the results of this inspection, certain of your activities appeared
to be in violation of HRC requirements, as specified in the enclosed Notice of
Violation (Notice).
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
'
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. Your response should specifically
address the effectiveness of your review process related to this violation.
After reviewing your response to this Notice, including your proposed
corrective actions and the results of future inspections, the NRC will
,
determine whether further NRC enforcement action is necessary to ensure
compliance with NRC regulatory requirements.
